The Seattle City Council and Mayor McGinn completed a Memorandum of Understanding (MOU) with the Washington State Department of Transportation (WSDOT) that will help protect the City's interests on the SR 520 bridge replacement project. This MOU, unanimously passed as Council Bill 117303, expresses the intention of the City of Seattle and the State of Washington to work collaboratively.

Today, Seattle City Council unanimously passed Resolution 31330 creating the Seattle Transportation Implementation Review Panel (STIRP). This panel will oversee the spending of funds raised by the Vehicle License Fee, should voters approve Proposition 1. They will also monitor program and project implementation related to the Seattle Transportation Benefit District. Councilmember Nick Licata, the sponsor of the resolution, issued the following statement:
Today I placed Resolution 31330 on the Council's referral calendar to create a Seattle Transportation Implementation Review Panel (STIRP) which will oversee spending of funds raised by the vehicle license fee, should voters approve Proposition 1. A vote on Resolution 31330 is planned for Monday, October 24.

In May 2011, the Seattle City Council adopted Resolution 31292, setting out a work plan to help homeless people who may not be served by the shelter system. One of the action items addressed in the resolution was clarification of faith-based community shelter support in church buildings, parking lots, or land leased to churches.

All items on the agenda are up for discussion including resolutions regarding the City of Seattle's Climate Action Plan and Sustainable Buildings and Sites, as well as legislation to allow transitional encampments for homeless individuals at religious facilities.

Check out the film Glacial Balance, which was screened during my Sept. 28th City Council committee meeting. The film, by Ethan Steinman, is a documentary on the Andean glaciers and the lives of those who depend on them for survival. Although those glaciers are far away, they portend climate changes Seattle cannot escape.

The Seattle City Council today approved Council Bill 117216 with a vote of 8-1 (Council President Conlin voting no), requiring businesses in Seattle to provide paid leave to employees when they or their family members fall ill or victim to domestic violence.
