What is the Comprehensive Plan?
The Comprehensive Plan (“Comp Plan”) is a twenty-year roadmap for Seattle, deciding on where and how to build more homes, create jobs, and improve transportation. It helps plan and direct investments in public utilities, sidewalks, libraries, and neighborhood connections.
The Comp Plan gives us a great opportunity to develop the safe, accessible, affordable, and welcoming neighborhoods, parks, and commercial areas we all want. Done right, we can build additional homes needed for seniors on a fixed income, students and young people working their first job, and new neighbors seeking refuge or healthcare, all while protecting the region’s beautiful environment.
Last year, the City Council adopted Phase 1 of the Comp Plan, an overall vision for how the city will grow over the next twenty years. In 2026, the council will be working on Phase 2 of the Comp Plan, setting zoning changes and development standards, or ‘where’ and ‘how’ the city will grow.
I am honored to chair the Select Committee on the Comprehensive Plan which includes all nine members of the City Council. Residents have several ways to engage on the Comp Plan, including:
- Attend one of the upcoming town halls in District 2
- Provide comment during a public meeting at City Hall (virtual or in-person)

Join a Comp Plan Town Hall
I will be hosting town halls in District 2 to introduce Phase 2 of the Comp Plan and provide an initial in-person opportunity to make your voice heard. Staff from the Seattle Office of Planning & Community Development will provide a brief presentation on the Comp Plan and what Phase 2 covers. I will share more about my role as Chair of the Select Committee on the Comp Plan. Residents will then have ample time to ask questions about the Comp Plan and provide feedback. - Monday, March 30, 7 p.m. – 8:30 p.m. at Mount Baker Community Club
- Saturday, April 4, 10 a.m. – 11:30 a.m. at Mercy Othello Plaza

Public Hearing #1 – Monday, April 6
Similar to last year during Phase 1 of the Comp Plan, the City Council will hold public hearings this year on Phase 2 of the Comp Plan.
On Monday, April 6, I will chair both the morning virtual meeting and afternoon/evening in-person meeting. You are welcome to sign up to give public comment on Phase 2 of the Comp Plan during either time.
Comp Plan Phase 2, Public Hearing #1 (Mon. April 6):
- 9:30 a.m. – Virtual
- Sign up for virtual public comment between 8:30 a.m. – 10:30 a.m.
- Meeting will go until all signups have had the opportunity to speak
- 3 p.m. – In-person
- Sign up for public comment between 2:30 p.m. – 6:30 p.m.
- Meeting will go until all signups have had the opportunity to speak
