Amended Comprehensive Plan passes out of committee

Council now transitions to budget process while Comp Plan receives additional study before final vote

Over the last three days, the Select Committee on the Comprehensive Plan, chaired by Councilmember Joy Hollingsworth (District 3), voted 9-0 to approve amended legislation for the Comprehensive Plan (CB 120985) and Permanent HB 1110 legislation (CB 120993), passing it out of that committee. The Select Committee also passed Resolution 32183 which authorizes certain policy objectives to receive greater environmental review for consideration in 2026.

“As the Select Committee, we have worked our hardest to create a strong growth strategy and HB 1110 implementation plan that reflects Seattle’s values. The approved legislation shows real commitment and collaboration by this Council to meet the needs of our growing City,” said Chair Hollingsworth. “I’m proud of the alignment we’ve been able to show throughout this process to create real opportunities for more family-sized homes and accessible units through thoughtful incentives.”

Highlights of the legislation: 

  • Incorporating childcare policies and family housing bonuses to create new housing
  • Providing a diversity of housing options such as incentivizing stacked flats and cottage housing
  • Ensuring sustainable tree and vegetation management and protection of key local species
  • Improving accessibility and availability of amenity areas such as shared green spaces and balconies
  • Encouraging development of affordable units and making social housing eligible for affordable housing bonuses

What’s next

The City is currently in the process of completing additional environmental review work needed before final passage of the legislation. Timing on the full Council vote is still being determined.  

The Select Committee on the Comprehensive Plan will take up Phase 2 of the Comprehensive Plan in early 2026.
