City Councilmember Joy Hollingsworth (District 3), Chair of the Select Committee on the Comprehensive Plan, has issued additional guidance to select committee members following challenges to the Final Environmental Impact Statement.
Until now, the Select Committee has received briefings on several aspects of the Mayor’s recommended One Seattle Plan, including the City’s obligations under the Growth Management Act, the Comprehensive Plan’s impact on land use and zoning, and the City’s plans to meet the increased service and infrastructure demands of increased population density.
However, no substantive action could be taken until the Executive also released their Final Environmental Impact Statement (FEIS) and gave the public a chance to appeal that FEIS. During the 14-day challenge window, the FEIS received six separate challenges.
While these challenges are being considered, the Select Committee will transition to considering interim legislation to implement Washington State House Bill 1110 (also called the Middle Housing bill), which requires additional housing types in all single-family residential zones across the state. The Select Committee aims to conclude consideration of interim legislation by May 30, 2025 due to state compliance deadlines. The Select Committee will also hold another public hearing before May 21, 2025, where the public will be able to weigh in on interim Middle Housing legislation. Notice of the public hearing date will be issued at least one month in advance.
