SELECT COMMITTEE ON PARKS FUNDING:

1. Council Bill 118055  PASSED (8-0)
Relating to creation of the Seattle Park District; requesting that a special election be held concurrent with the August 5, 2014 primary election, for submission to the voters residing within the City, a proposition to form the Seattle Park District.

2. Council Bill 118056 PASSED (8-0)
Relating to an interlocal agreement with the Seattle Park District, if formation of the district is approved by the voters within the City; approving the form of an interlocal agreement and authorizing the Mayor to execute such agreement on behalf of the City.

COMMITTEE ON HOUSING AFFORDABILITY, HUMAN SERVICES, AND ECONOMIC RESLIENCY:

3. Council Bill 117991   Amendment    PASSED AS AMENDED (8-0)
Relating to the regulation of wall signs, amending Sections 23.55.030, 23.55.034, 23.55.036, 23.84A.036 and 23.90.018 of the Seattle Municipal Code; enacting and amending standards for on-premises wall signs in commercial, Seattle Mixed, industrial and downtown zones; clarifying the definition of wall signs and on-premises signs; directing revenue from sign code violations to the Operations Division of the Department of Planning and Development; and establishing increased penalties for certain violations of sign provisions in the Seattle Municipal Code.

Amending the Seattle Comprehensive Plan to incorporate changes proposed as part of the 2013-2014 Comprehensive Plan annual amendment process.

SEATTLE PUBLIC UTILITIES AND NEIGHBORHOODS COMMITTEE:

Relating to Seattle Public Utilities; authorizing the Director of Seattle Public Utilities to accept a loan from the Washington State Public Works Board and to execute, deliver, and perform corresponding agreements; and ratifying and confirming certain prior acts.

Appointment of Donna Kostka as member, Urban Forestry Commission, for a term of confirmation to December 1, 2016.

TRANSPORTATION COMMITTEE:

7. Council Bill 118059  PASSED (8-0)
Granting ProLogis, L.P. permission to maintain and operate an existing truck loading access area in Colorado Avenue South, north of Diagonal Avenue South, abutting 4200 East Marginal Way South; for a ten-year term, renewable for two successive ten-year terms; specifying the conditions under which this permit is granted; and providing for the acceptance of the permit and conditions.

8. Council Bill 118060  PASSED (8-0)
Relating to a pedestrian skybridge over and across Post Avenue, south of Seneca Street; amending Ordinance 117590, as amended by Ordinance 121855; updating the insurance and bond requirements; amending the annual fee and other terms and conditions of the permit; renewing the term of the permit to the Colonial Grand Pacific Building Owners; providing for the acceptance of the permit and conditions; and ratifying and confirming certain prior acts.

Relating to grant funds from non-City sources; authorizing the Director of Transportation (Director) to accept specified grants and execute related agreements for and on behalf of the City; amending Ordinance 124349, which adopted the 2014 Budget, including the 2014-2019 Capital Improvement Program (CIP); changing appropriations to the Seattle Department of Transportation (SDOT); adding new projects; revising allocations for certain projects in the 2014-2019 CIP; and ratifying and confirming certain prior acts.

ENERGY COMMITTEE:

10. Council Bill 118048  PASSED (8-0)
Relating to the City Light Department; accepting statutory warranty deeds to the Failla, Kuo, and Morgan/Wall properties in Snohomish County, Washington, and the Cunningham, Hylback, Kuno, Poeschel, and Stein properties in Skagit County, Washington, and the Burk property in King County, Washington, for salmonid habitat protection purposes; ratifying the grants of Deeds of Right to the State of Washington on the Dow, Hylback, Kuno, Kuo, Miller, Morgan/Wall, and Poeschel properties for salmon recovery and conservation purposes; placing said lands under the jurisdiction of the City Light Department; and ratifying and confirming certain prior acts.

FINANCE AND CULTURE COMMITTEE:

11. Council Bill 118069   PASSED (8-0)
Amending Ordinance 124349 that adopted the 2014 Budget; correcting errors in fund codes and budget control level codes, names, and purposes; correcting appropriations for various departments; abrogating and modifying positions; and correcting the spending plan for a project in the 2014-2019 Capital Improvement Program.

12. Council Bill 118072  PASSED (8-0)
Relating to the 2014 Budget; carrying forward certain unexpended appropriations and funds for non-capital purposes from the 2013 budget of various departments; ratifying and confirming certain prior acts, all by a 3/4 vote of the City Council.
